CALL TO ORDER
Chair Chenault called the Conference Committee on HB 66 and
HB 67 to order at 9:51:02 PM.

Representative Croft noted that he had questions on items 12
- 17. He did not object to item 18. He observed that Family
Preservation grants for $135.3 recommended by the Senate
were not funded in item 12. He OBJECTED to the adoption of
Item 12.
A roll call vote was taken on the motion to adopt item 12.
IN FAVOR: Rep. Meyer, Sen. Wilken, Rep. Chenault, Sen. Green
OPPOSED: Rep. Croft, Sen. Hoffman
The MOTION PASSED: Senate 2 yeas, 1 nay
House 2 yeas, 1 nay
Representative Croft questioned item 16. He noted that the
diference on the unrealized cost containment would be split.
He had no further objections.

Representative Croft asked about item 21. He noted that the
Senate had already reduced the item by one million dollars.
Senator Green explained that the item refers back to items 1
- 3. She maintained that there was no net loss.
Senator Wilken explained that the funds would go through the
Legislative Budget and Audit Committee.
Representative Croft asked if the conference committee could
reduce the amount beyond the Senate number, but acknowledged
the numbers added up.

Senator Wilken MOVED to ADOPT the all wordage for Department
of Health and Social Services items. He explained that under
Health Care Services on page 3, conditional language
starting with "no money appropriated" is duplicated and has
been deleted from the worksheet.
Representative Croft observed that one is specifically to
Health Care Services and the other is in the general budget
of the Department of Health and Social Services.
There being NO OBJECTION, it was so ordered.
Chair Chenault observed that Health and Social Services
Budget had been closed.

Representative Croft observed that the Office of Citizenship
Assistance would be retained, with a reduction of $26
thousand.

Senator Hoffman referred to item 1 trooper housing. He asked
if the lower number was taken because the troopers can't
obtain the housing in time. He asked if an increment would
be seen in FY07. Chair Chenault expected that an increment
would be seen at the appropriate time.
Senator Wilken noted that item 9 would also be the Senate.
Representative Croft referred to items 5 and 8. He suggested
that funding would be only provided for the sex offender
registry, but not cover the under-funding of the Alaska
Concealed Handgun program. He objected to the adoption of
items 5 and 8. He observed that due to the passage of HB
102, fewer people are getting handgun permits, which has
reduced funding to the program. He felt that those that want
a permit should be supported and that the fee cannot be
raised sufficiently. He felt that the fee should be covered
as a small state expense.
Senator Wilken MOVED to ADOPT the conference committee
recommendations for the Department of Public Safety with the
exception that items 5 and 8 would remain open. There being
NO OBJECTION, it was so ordered.

NANCY SLAGLE, DIRECTOR, DIVISION OF ADMINISTRATIVE SERVICES,
DEPARTMENT OF TRANSPORTATION AND PUBLIC FACILITIES,
explained that the change would give the Alaska Marine
Highway an additional $1,985,600 in expenditure authority to
operate the sytem.
Representative Croft asked the affect of item 19 B. Ms.
Slagle explained that the Senate appropriation would allow
general funds to go directly to the budget component, as
opposed to going through the Fund (as in the House side).
The funds would not show as duplication and would be easier
for accounting purpose.
